Committee issues
call for evidence on palliative care bill
The Scottish Parliament Health and Sport Committee is launching a call for evidence on the provision of palliative care by the NHS in Scotland. The committee wants to hear views on the general principles of the Palliative Care (Scotland) Bill, a Member’s Bill introduced by Gil Paterson MSP.
The Bill’s main objective is to “secure access to palliative care (including end-of-life care) for everyone in Scotland with a progressive life-limiting condition and their family members”. It aims to raise the priority of palliative care provision within the National Health Service in Scotland by giving legislative effect to the key intentions of the Scottish Government’s ‘Living and Dying Well’ strategy.
The Bill would:
· place Scottish Ministers under a statutory obligation to provide palliative care for those with life-limiting conditions and their family members.
· standardise and collate information held on the delivery of palliative-care services in line with suggestions by Audit Scotland and the Parliament’s Public Audit Committee.
· set up reporting arrangements allowing palliative care provision to be monitored by Scottish Ministers and the Parliament.
Committee Convener Christine Grahame MSP said, “We want to hear from individuals, organisations and professional bodies who have an interest in the provision of palliative care in Scotland. All evidence received will inform our consideration of the Bill at Stage 1.”

‘100% single room provision’ policy

The Capital Planning and Asset Management Division of the Health Finance Directorate has written to all NHS Scotland chief executives to say that an expert consultation has concluded that the current provision of single room
accommodation within the service is not
sufficient and that 100% single room provision is clinically appropriate in most clinical settings. Based on their recommendations the Chief Medical Officer has reaffirmed the policy set out in 2008 guidance that there should be a
presumption of 100% single rooms in future hospital developments. The exceptions are
existing accommodation which is being
refurbished, where taking into account the
constraints of the existing building, a minimum of 50% single room accommodation would be allowed but as close to 100% as possible would be expected; and in new developments where there are clinical reasons for not making 100% single room provision. In the latter case, these reasons should be clearly identified in the
business case, which would then be subject to
Scottish Government agreement as part of the business case approval process.
Advice on bed spacing remains unchanged: for the purposes of patient moving and handling and other activities, the minimum space
between beds should be 3.6m wide by 3.7m deep.

Carers and Young Carers Strategy
The Scottish Government has published its comprehensive strategy for carers. Among the measures it contains are a promised Charter of Carers’ Rights, support and training to help health and social care staff identify carers, and carer representation on CHPs.
